Wii Layout Editor is a tool that is supposed to be able to edit Binary Revolution Layout (.brlyt) files. However, the tool is feature-lacking, known to be broken, and no longer updated. It's recommended to use the command-line tool Benzin for layout editing purposes.
Usage
In order to open layouts in this tool, you need to export every file out of the ARC file and put it in a regular folder with the same file structure as the file has. Basically, that means you need to recreate the inside of the ARC file inside a regular folder. When you're done doing this, simply open the BRLYT file, and it might work.
